HAMBLE QUARRY UPDATE

We are sure most of you know that the decision was made by the Gov Planning inspector, and announced on 16^th October, to allow the Cemex planning application for an industrial quarry to go ahead on Hamble Airfield. 

The village is in a position where we have ONLY TWO choices:  

1. We again find a way of stopping the quarry and try to NOT live with one.  

2. We live with a quarry. The best we can do then, is put in monitoring equipment to check the criteria that is already set in the planning conditions is adhered to. There is no scope for adding/ changing or adapting any new monitoring criteria. Plus, we would need a plan for what we would do with all information collected. The likelihood of criteria changing after being accepted in the planning conditions is almost zero - 

so this would take work to establish the best way forward, and any equipment used would need to be recognised to stand up in court. 

EITHER CHOICE WILL INCUR AN EXPENSE

Unless we go for Option 1 we will definitely have a QUARRY and everything that goes with this. Some people will be more impacted than others, but EVERY SINGLE PERSON in or using the village will be negatively impacted to a lesser or greater extent. Most importantly the children of the village and those with health conditions, and all Hamble Lane users. 

Hamble Peninsular Defence Group (comprising HPRG and HPC and with the consult of EBC) have received legal advice confirming we have ONE last opportunity to challenge the inspector's decision via a Statutory Review. A Statutory Review examines the appeal process and draws on all legal errors – it is not a re-hearing of the villages concerns.  

Because we are in active litigation, we hope you understand that we won’t be discussing challenge details publicly; rest assured specialists and barristers will present the case in court.  

Hamble Parish Council (HPC), as our elected representatives will need to take this case forward from here on the residents’ behalf, and so they have needed to know that this is

what residents want them to do. Costs for a Statutory Review will need to be covered by HPC funds and works out at a tiny amount per household – roughly the cost of a meal out or a few bottles of wine. 

The HPC Councillors will be voting on whether to push forwards to a full challenge of the

inspector's decision at their meeting on Monday 10 November, and so at the time of writing we do not know what the outcome will be, but there has been a unanimous showing of feeling to us that we should fight on. 

As with all these plights your support is essential, to encourage those with authority to do the right thing. Defending the airfield is ongoing, there has been a long history and there will be a long future. The village previously lodged 5,700 objections and, in the past, has produced surveys and a 2013 village plan all showing people certainly do not want a quarry and many do not want any development at all.  

Whilst it is infuriating that the village has to defend itself again and again, this is what happens when one lives near a developer.
